- Vision Council Comprised of the CEO, other execs as invited, and the MAC
- Management Action Council A group of 5-7 strong managers who are the primary managers of the change. The chairs of the TAC, SAC, RAC, CAC, and STAC are members of the MAC
- Training Action Council A group of 16 credible communicators with reasonable classroom skills who will conduct a series of courses on values, business objectives, new conduct requirements, standards and how to participate in housewide idea implementation.
- Socialization Action Council Approximately 4-5 members whose intial focus is to party up the management team. The model follows a work-hard - play hard philosophy to break down barriers and create bonds among the management team. Their work later broadens to impact the entire staff.
- Recognition Action Council 3-4 members that design support tools for managers to use in recognition, reinforcement and reward. A matrix of top-down, bottom-up, and peer to peer recognitions is devised to counteract reward starved environments.
- Communication Action Council Massive change requires massive communication to keep people in the know. 3-4 members design new media approaches to get deeply into issues in an open book environment.
- Standards Action Council A relatively short term assignment to get personal dress and behavior standards defined, along with customer interaction standards such as lengths of time to answer a call light or phone rings before answering. Define what is in, what is out.
- Physician Action Council 2-3 physicians, one older and widely respected, one of the new generation that represents future leadership. They advise on targets for change that physicians are most energized about, and serve as a review panel for any significant change affecting clinical practice
- DO-IT Group Coordinator A capable administrative clerical person who runs the ideation program and assists the MAC.
